Oikawa has dark brown hair that is slicked back and eyes the matching color. On the field, Oikawa wears the standard Aoba Johsai High uniform in aqua and white, emblazoned with the number one. He also wears dark gray athletic shoes with blue detailing. For reasons unknown, he wears a white knee pad on his right leg, as opposed to the black one worn on the left and by the other players in the series. At other times, Oikawa wears the Aoba Johsai uniform, which consists of khaki pants with dark brown detailing, a cream waistcoat, a dark red tie, a lavender button-down shirt, and a white blazer. When training, he wears an aqua shirt and white shorts.

Despite his flirtatious nature (which makes him famous among the coeds, much to the envy of Tanaka and Nishinoya) and childishness, Oikawa is an excellent all-around player and takes volleyball very seriously. Due to his smug and outwardly flippant attitude, he is known for having a "disgusting personality" towards both opponents and his own teammates. Oikawa also frequently makes light-hearted remarks, but these are followed by serious or intimidating afterthoughts. Extremely intelligent and cunning, he easily finds out the weaknesses of his teammates and opponents.

However, on more than one occasion, Oikawa has been very attentive and caring towards others, but this is mostly seen with his teammates or people like Hinata while he is in Brazil.

Oikawa is ambitious and single-minded but has also been shown to harbor feelings of inferiority towards those he considers inherently better than him, such as Ushijima and Kageyama. This is one of the main reasons why he is known for trying so hard. Oikawa also harbors a grudge against Kageyama, whom he mockingly calls Tobio-chan. This is due to his inferiority to Kageyama, who has been hailed as a genius setter since his days at Kitagawa Daiichi. Kageyama and Ushijima can also unintentionally emphasize the more childish or hasty aspects of Oikawa's personality.

In order to live up to his ambition, Oikawa works extremely hard and often undergoes intensive individual training after his regular training with the team. In addition, Oikawa spends a lot of time at home looking at his rivals' past matches, anticipating their moves and patterns, and strategizing on how to defeat them. Despite this, he takes Mondays off to rest.

After the time skip, it was seen that Oikawa had thought about giving up volleyball, but whenever that thought crossed his mind, something really funny popped into his head, reminding him why he loves it so much. He shows that while he has seemingly endless ambition, he occasionally has doubts, although they never overwhelm him.

A former member and setter of Kitagawa Daiichi Junior High, he won the "Best Setter Award" in his prefecture in his 3rd year at the above school. A former high school student and Tobio Kageyama's senior setter, he once nearly hit him after Kageyama asked him to teach him to serve but was held back by Hajime Iwaizumi. He later felt guilty and showed remorse and apologized to Kageyama. He was gifted with more athletic ability than most people and also with a good understanding of things. Still, there was one ever-present wall he couldn't get over. The junior high section of Shiratorizawa Academy, which had become known as the strongest in the prefecture, and the "Herculean" Wakatoshi Ushijima, who was among its players.

In his final tournament of junior high, he and his team faced Shiratorizawa's team again and won a set for the first time. They placed second behind Shiratorizawa in the results, and it was there that Oikawa received the award for the best setter.
