Free City is an open world video game developed by Soonami Games. Its code was stolen from a game called Life Itself, developed by Walter "Keys" McKey and Millie Rusk and transformed into Free City by Soonami's lead developer Antwan. Keys has since accepted a job at Soonami, while Millie, as her avatar Molotov Girl, spends time in Free City to find evidence of her and Key's code and prove that they are the rightful owners of the code.

In the game, Guy, a non-player character, works as a bank teller and spends time with his best friend Buddy, unaware that his world is a video game. One day he encounters Molotov Girl singing the song he says the girl of his dreams will enjoy and begins to deviate from his programming. He takes off the sunglasses from a player attempting to rob his bank, through which he sees Free City from the player's head-up display. Guy talks to Millie and she initially thinks that he is another player named "Blue Shirt Guy" and not an NPC.

She tells him to go over 100 before speaking to him again. Instead of leveling up through typical destructive acts, Guy chooses to become a good guy by completing missions in Free City to reach level 100. During this time, he becomes a worldwide sensation as players progress through the Blue Shirt Guy clock.

Millie and Guy get back together when she breaks into the Hideout, another player's well-protected area in the game that contains evidence of her source code. Guy helps Millie escape the hideout, and Millie realizes that Guy is becoming sentient and believes he can help her find her original code in the game world. Keys and Millie realize that Guy's sense of self comes from an artificial intelligence code containing Millie's personal preferences, which Keys built into life itself, which in turn has led to Guy developing a romantic interest in Millie.

When Millie tells Guy the truth about his situation, Guy breaks off their relationship and tells her he is in love with her. However, after talking to Buddy about the situation, Guy realizes that there is more to this relationship than just love and comes to full consciousness. Guy returns to Millie to agree to help before Free City is wiped from Soonami's servers in two days to make way for the sequel Free City 2.

Guy breaks into the hideout again with Buddy's help, but now his owner, who recognizes Guy as "Blue Shirt Guy", willingly hands over the evidence. Guy's continued popularity threatens the launch of Free City 2, and Antwan orders Keys and his new partner Mouser to reboot Guy's programming, but Keys refuses and is fired, and Antwan reboots Guy himself.

In the game, Millie finds Guy with no memories of his sentience, but remembering Keys' advice that Guy would need a memory and kisses him. Guy's consciousness is restored and he remembers the island's location, a part of life itself that will not be protected from the forthcoming data wipe and is the only evidence of Millie and Keys' original code. While Guy and Millie convince the other NPCs in the game that they are more than their programming, Antwan tries to wipe Guy and Molotov Girl out of the game. Keys steps in to protect her and guide her to the island, broadcasting the efforts to all Free City players who have been kicked from the game.

Antwan then sends Dude, a larger and unfinished copy of Guy developed for Free City 2, but Guy is able to befriend him after a fight. Antwan takes a final step by destroying the game's servers with an axe, but Guy makes it to the island in time, an event seen by players around the world. Millie forces Antwan to return the Free City code and intellectual property to her and Keys.

With no code support from Millie and Keys, the Free City 2 tank sales and Antwan become involved in multiple media controversies, resulting in his being ousted from Soonami. Keys, Mouser, and Millie form a new company that uses the recovered code to unlock Free Life, bringing with them Guy, Buddy, Dude, and the other Free City NPCs. Free Life is a success, while thanks to Guy, Millie realizes that Keys' code was actually a love letter to her, and they hug and kiss.

Meanwhile, in Free Life, Guy reunites with Buddy and both begin to live their own lives without having to follow their original Free City coding.
