Halloween Costume Guide
The admiral’s daughter. The bar owner. The one Maverick keeps coming back to.
Penny runs the Hard Deck bar near the naval air station and has a history with Maverick that the film spends no time explaining because it does not need to. She was mentioned by name in the original Top Gun: Maverick (2022) as the admiral’s daughter but never appeared on screen until this sequel. Jennifer Connelly plays her as someone who has already done the complicated math on Pete Mitchell and decided she is fine with it. The costume is her off-duty look: easy, put-together without trying, coastal without being a costume.

The jacket carries the whole costume, and its color is the one variable that can break it. Wear it in a tan or warm brown and the look is Penny. Wear it in dark brown, olive, or black and you are just someone in a bomber jacket. The rest of the outfit is intentionally plain: it is designed to make the jacket read as a deliberate choice rather than an afterthought. If the jacket is too dark, that contrast disappears and so does the recognition.
Penny is someone who decided a long time ago that she was done waiting for Maverick to figure himself out, and she runs her bar and her life accordingly. She is not cold, just settled. At the party, that reads as someone who is completely comfortable, not performing anything, and does not need to be the most interesting person in the room. She is just the one people end up talking to.
The jacket fit matters more than the brand
A bomber that is too big reads as borrowed. A bomber that is too short reads as fashion. Penny’s jacket sits at the hip and fits through the shoulders without pulling. Try it on before Halloween rather than ordering online without checking the size chart. A jacket that does not fit right will look like a jacket that does not fit right, which is the opposite of the character.
White sneakers need to actually be clean
This sounds obvious and people ignore it every year. Penny’s footwear is clean and simple. Showing up with dirty white sneakers does not make the costume more lived-in; it just makes it look like you grabbed the shoes last. If yours are scuffed, a quick wipe with a damp cloth or a sneaker cleaning eraser handles most of it in five minutes.
Group Idea: Top Gun: Maverick Cast
Excellent group for a film crowd. Everyone in this group comes from the same two films and the visual contrast between Penny’s casual civilian look and the naval flight suits works without needing explanation. Tom Kazansky appears in both the original Top Gun and Maverick. Penny and Rooster have no dedicated connection but both orbit Maverick, which is enough to hold the group together visually.
Group Idea: Strong Women in Action Films
Might work, but Penny Benjamin is not a pilot or a soldier. She is the bar owner and the love interest, which puts her in a different category than Leia, Kara Thrace, or Captain Marvel. The group concept relies on a loose thematic link rather than a shared role. At a convention it reads as an intentional contrast. At a general party it will need explaining.
Group Idea: Same Actor
Strong group for people who follow actors rather than franchises. Jennifer Connelly played Sarah Williams in Labyrinth (1986), Betty Ross in Hulk (2003), Melanie Cavill in Snowpiercer, and Penny Benjamin here. The costumes could not look more different, which is the whole appeal of the concept. Works best at a film-literate party where people will do the mental math on why these four characters share a table.
Group Idea: Same Name
Might work, but the connection is entirely in the name and nothing else. Penny Benjamin, Pennywise, Penny Lane, and Penny Hofstadter share nothing except the first name. That can be funny if your group commits to the bit and everyone can explain it fast. If someone has to explain the concept twice, it stops being a joke.
Group Idea: Nautical and Coastal Characters
Might work, but only if everyone leans into the absurdity. Penny runs a bar near the coast and owns a boat, which is enough to place her in this group on a technicality. Steve Zissou is a documentary filmmaker who happens to be on a ship. Popeye is a sailor. Patchy is a pirate. The group holds together better as a joke than as a coherent concept. Know that going in.
Most of this costume is things people already own or can find fast. The only piece with a real lead time risk is the jacket if you are ordering online. Everything else is closet or one-day shipping territory.
Penny has already thought through every complicated thing about Maverick and made peace with it. She is calm. She is not working to be calm. That is the energy to bring.
The brown bomber jacket is the most recognizable piece. Pair it with a white blouse, high-rise straight jeans, and white sneakers. Add a layered choker necklace and a simple watch to finish the look. The outfit reads as effortless coastal California, which is the whole point.
Top Gun: Maverick came out in 2022 and was one of the highest-grossing films of that year, so recognition is still solid at a general party. Penny is not the most visually distinctive character in the film, though, and without the bomber jacket most people will read the look as casual rather than costume.
Penny does not have the same quotable one-liners as Maverick, but two lines stand out. When Maverick asks if she missed him, she replies: “You know I did.” Her other memorable moment is when she tells him: “I like you, Pete Mitchell. I always did.” Both land because of what they imply about the history between the two characters.
Penny Benjamin is played by Jennifer Connelly. She is an Academy Award-winning actress best known for A Beautiful Mind and Requiem for a Dream. In Top Gun: Maverick she plays the owner of the Hard Deck bar near the naval air station, and a former romantic interest of Maverick’s (IMDb).
Penny Benjamin is mentioned by name in the original 1986 Top Gun but does not appear on screen. Maverick’s commanding officer references her as the admiral’s daughter, which is all the original film gives us. Top Gun: Maverick expands her into a full character.
The jacket is the one piece you should not drop. Skip the second jacket option, choose one necklace approach over the other, and wear any clean white sneakers you own. That gets you to five items and the costume still reads clearly. The watch is a nice detail but not required.
The Hard Deck is the bar near the naval air station that Penny owns and runs. It is where the pilots unwind and where Maverick reconnects with Penny at the start of the film. The name is an aviation term for the lowest altitude a pilot is permitted to fly during training.
